國際衛生條例(IHR)與臺灣參與世界衛生組織(WHO)

Between International Health Regulations and Taiwan's WHO participation

世界衛生組織在2005年修正國際衛生條例時，主要目的之一即為納入普世適用原則以納入台灣，避免全球防疫破口。身為全球防疫模範生，曾經的創始會員，中華民國台灣遲遲無法加入世界衛生組織，究竟什麼阻礙了台灣的加入，不顧健康為普世人權，忽略防疫無國界，以及臺灣能對全球衛生做出的實質貢獻。駐德國慕尼黑辦事處總領事趙彥清處長將從國際衛生條例說起，跟文藻師生分享我國爭取加入世界衛生組織的努力與參與模式。

As a leader in epidemic response, once one of the founding members of WHO, Taiwan is excluded from World Health Organization. WZU is honored to have Dr. Dieu Ian Tsing, the Director General of Munich Office of Taipei Representative Office in the Federal Republic of Germany, to share Taiwan’s effort to participate WHO.
